1. Description of Tasks

1.1 Supply Description

1.1.1 M1 Cells, Bell Jar And Dummy Cell

This Statement of Work includes the manufacture of the primary mirror (M1) Cells (righthand and lefthand), the aluminizing vacuum Bell Jar and the Dummy Cell (interchangeable with either the left or right M1 Cell without a mirror) for the Large Binocular Telescope. The Supply includes the preparation of shop drawings; the fabrication and the machining of the steel structure of the Mirror Cells and Bell Jar. All of these pieces are in the range of 9 meters diameter with similar fabrication and machining problems. The Supply also includes the integration of these assemblies in various combinations and a vacuum test of the Cells and Bell Jar. The Supply is only for the machined steel structures, and does not include the complex internal systems for mirror support or aluminzing the mirror surface.

1.1.2 Technical Specifications

The M1 Cells will be manufactured in accordance with the Large Binocular Telescope Project's "Technical Specification for M1 Cells Structure", 401a015, revision "g", dated July 31, 1997; and in accordance with the applicable drawings listed below.

The Dummy Cell will be manufactured in accordance with the Large Binocular Telescope Project's "Technical Specification for M1 Dummy Cell Structure", 401a009, revision "c", dated April 15, 1997.

The Bell Jar will be manufactured in accordance with the Large Binocular Telescope Project's "Technical Specifications for Aluminizing Bell Jar Structure", 401a021, revision "c", dated July 21, 1997.

1.1.3 Delivery Date

The preferred shipping date for the M1 Cells, Bell Jar And Dummy Cell is 15 July 1999.

The proposal should include a time line of the Supply activities.

1.1.4 Shipping

Packing for shipment is included in the Supply. Tranportation to the Telescope Pre-Erection site is not included in this Supply.

1.1.5 Technical Assistance during Telescope Pre-Erection.

The Pre-Erection of all major telescope components will be required at a "to be determined" location before erection of the telescope on Mt. Graham in Arizona. This method has been selected to ensure proper form, fit and functional operation of each and every component of the telescope, before crating and shipment to Arizona. The Pre-Erection activities have been described in general form in the Technical Specification "401e028" , entitled "Telescope Pre-Erection".

Technical assistance during pre-erection of the telescope at the "to be determined" factory location for the installation of the M1 Cells and Dummy Cell is not included in this Supply. The LBTC reserves the right to negotiate for such services at a later time.

1.2 Deliverable Hardware

Fasteners should be delivered with an excess over the required number. The excess should be 2% of the required number with a minimum of four fasteners for each size and length.

1.2.2 Hardware to be provided by LBTPO

Listed below are the hardware components to be provided by the LBT Corporation for integration with the M1 Mirror Cells and Bell Jar.

1.3 Deliverable Documents

Described in this section are all the manuals, lists, drawings and general documentation that will be requested to the Supplier as part of this Statement of Work. All documents shall be supplied in four (4) hard copies and one (1) digital copy.

Documentation packages shall be supplied in support of the following functional activities:

1.3.1 Operations Manual

Prepare and deliver an Operations Manual that shall describe in detail the procedures needed to install correctly and safely. It shall at least:

1.3.2 Acceptance Plan

Prepare and submit for approval an Acceptance Plan describing test procedures and inspections that shall be performed prior to acceptance. The Acceptance Plan must be submitted to the Technical Representative for approval before starting the construction and materials purchase. The Technical Representative shall comment on the request within 15 days from the receipt, and in the event of no comment, the request is to be considered approved.

The test procedures and inspections shall include:

1.3.2.1 Test Procedures

The Test Procedures shall describe in detail all the necessary operations to perform verification through a test. A Test Procedure shall be produced for every verification test required and shall contain the following information:

The Test Procedure shall be submitted for review prior to performing the test and shall also be incorporated in the specific Test Report.

1.3.2.2 Test Reports

The Test Reports shall summarize the findings of the tests. The Test Report shall be submitted to the LBTC not later than 30 days after the test. A Test Report shall contain the following information:

1.3.3 Drawings

All drawings and relevant parts lists shall be prepared with AUTOCAD 12 or 13 or compatible format. Where practical all the AUTOCAD drawings produced should comply with the LBT Drawing Standards "001s006". All the workshop assembly and sub-assembly drawings as well as the "as-built" drawings shall include the following information:

1.3.3.1 Workshop Drawings

All the workshop drawings must be submitted to the Technical Representative for approval before starting the construction and materials purchase. The Technical Representative shall comment on the request within 15 days from the receipt, and in the event of no comment the request is to be considered approved.

1.3.3.2 As-Built Drawings

The LBTPO shall receive copies of the updated "as-built" drawings and documentation not later than 30 days after the completion of the acceptance tests, and at least 15 days prior to acceptance (see below).

1.3.4 Manufacturing Plan

Prepare and submit for approval a Manufacturing Plan that shall list all actions which are planned for manufacture, inspection and testing. The Manufacturing Plan should include a schedule of all activities (e.g. Pert chart) and should reference all relevant documents. Constraints on procurement or deliveries should be identified. The Manufacturing Plan must be submitted to the Technical Representative for approval before starting the construction and materials purchase. The Technical Representative shall comment on the request within 15 days from the receipt, and in the event of no comment the request is to be considered approved.

1.3.5 Progress Reports to the LBTC

Reports on the status of the work covered by this contract should be sent to the LBTPO every three months. The Progress Report shall include an update of the initially proposed schedule (section 3.6.1 of the Proposal format).

2. Procedures

2.1 Acceptance

The Work shall be conditionally accepted by LBTC upon delivery and completion of the Work in a manner at that time satisfactory to LBTC. Final acceptance will be made subsequent to the installation into the Large Binocular Telescope structure during factory Pre-Erection, or after a time not to exceed 120 days from the completion of the Work.

The Supplier shall maintain informal technical liaison with the LBT Project Technical Representative(s). These representative(s) shall be provided the following:

All workshop drawings, parts lists and manufacturing plans must be submitted to the LBTC Technical Representative for approval before purchasing any materials and/or beginning any construction.

LBTC approval will cover only the functional and conceptual aspects of the design and will not cover the correctness of the dimensions and practicality of the machining. Approval of the drawings shall not indicate acceptance of the Work.

2.3 Technical Changes

All ECRs, NCRs, and Requests for Waivers or Deviations will be presented to the Technical Representative(s) for further evaluation, formulation of responses, and recommendations to the LBT Director.

2.3.1 Engineering Change Request

In the event that the Supplier deems it necessary to deviate from any specification or term of the Technical Specifications or the Proposal, the Supplier shall deliver to the Technical Representative(s) an Engineering Change Request (ECR) setting forth:

2.3.2 Non-Conformance Report (NCR)

The Supplier shall report all non-conformities from the Technical Specifications which occur during the manufacture, assembly, or testing at all levels of the Work. Each Non-Conformance-Report shall set forth the following:

A Request for Waiver may be issued during the manufacturing, test or integration of a deliverable item to:

A granted waiver does not lead to changes of any approved and released documents. The Request for Waiver shall include:

It shall be accompanied by all documentation required by the LBT Corporation to judge the acceptability of the waiver. If any change in the schedule or performance are expected, these points shall be clearly addressed.
