1. Description of Tasks
1.1 Supply Description
1.1.1 Enclosure Cranes
This Statement of Work covers the design and manufacture of two (2)
double girder EOT Maintenance Crane Systems for the Large Binocular
Telescope enclosure. Each will be designed for identical lifting
capacity, with double trolleys and an independent auxiliary hoist.
However, both the bridge span and the hook lift height are different
for the two cranes. The lifting capacity is to be 55 metric tons for
each bridge, 32 metric tons for each individual trolley and 5 metric
tons for the auxiliary hoists. The supply will include the all the
supporting hardware items such as the flexible festoon feeding lines
and junction boxes, interface compatibility for the portable radio
command capability, an emergency control push button station/hand
paddle with a 12 m cable. The electromechanical components will be
standardized for all four trolleys, between the control junction
boxes, and between the flexible feed junction boxes. Spare parts will
be required as part of the supply.
1.1.2 Technical Specifications
The hardware will be manufactured in accordance with the Large
Binocular Telescope Project's Technical Specification "401a014",
entitled "Maintenance Cranes for Enclosure and Annex Buildings",
revision "e", dated 21 June 1997; and in accordance with the
applicable drawings listed below.
1.1.3 Delivery Date
The preferred delivery date for the Enclosure Cranes is 15 July 1998.
The proposal should include a timeline of the Supply activities including
shipping to Arizona.
1.1.4 Shipping
Packing for shipment and transportation of the components to
Safford, Arizona is included in this Statement of Work.
Please list the shipping costs as a separate item from the price of
the main supply.
1.1.5 Technical Assistance during Erection
Technical assistance during final installation in the LBT enclosure on
Mt. Graham is included in this Statement of Work.
Please list the cost of the installation assistance as a separate item
from the price of the main supply.
1.2 Deliverable Hardware
Listed in the table below are all the hardware components to be
delivered as part of this Statement of Work.

1.3 Deliverable Documents
Described in this section are all the manuals, plans, drawings and
documentation that must be supplied as part of this
Statement of Work. All documents shall be supplied in four (4) hard
copies and one (1) digital copy.
Documentation packages, shall be supplied in support of the following
functional activities:
- Design Review
- Workshop Drawings
- Acceptance Tests
- "As Built" Drawings
- Engineering Change Requests
1.3.1 Operations Manual
Prepare and deliver an Operations Manual that shall describe in detail the procedures needed to
operate correctly and safely. It shall at least:
- Describe the installation procedure
- Describe the alignment procedure
- List all the operational limits of the unit
- Specify trouble-shooting procedures.
1.3.2 Maintenance Manual
The maintenance manual shall contain detailed maintenance procedures with drawings. It shall
contain the maintenance requirements and scheduling for all the items included in the supplies of this
Statement of Work. Besides the description of the maintenance actions, it shall provide a
maintenance checklist with information about:
- Items to be maintained
- Type of maintenance required: inspection, lubrication, etc.
- Dates (intervals) for maintenance
- Duration of maintenance action
- Required parts, consumables and tools
- Required major equipment
- Required personnel with estimated man-hours and skill level required for each maintenance
task.
1.3.3 Acceptance Plan
Prepare and submit for approval an Acceptance Plan describing test
procedures and inspections that shall be performed prior to
acceptance. The Acceptance Plan must be submitted to the Technical
Representative for approval before starting the construction and
materials purchase. The Technical Representative shall comment on the
request within 15 days from the receipt, and in the event of no
comment the request is to be considered approved.
The test and inspections shall include:
- certificate of raw material and fasteners
- certification of welding procedure and welding control
- stress relieve certification
- dimensional control, machining tolerances
- mass check
- pre-assembly and functional tests (without load) in the shop
1.3.3.1 Test Procedures
The Test Procedures shall describe in detail all the necessary operations to perform verification
through a test. A Test Procedure shall be produced for every verification test required and shall
contain the following information:
- Scope of the Test -- In this section the scope of the test shall be described and the verification
item shall be identified
- Applicable Documents -- In this section all the documents referred to in the Test Procedure
shall be listed.
- Test Conditions -- In this section all applicable requirements needed to correctly perform the
test shall be listed and discussed (for instance: special environmental conditions, dedicated
tools, test rigs, special requirements on the tested items, etc.), calibration requirements.
- Test Procedure -- In this section all the operations required to perform the test shall be
described in detail.
- Test Results Presentation -- In this section the procedures to process the raw data for the final
presentation of the test results shall be described.
The Test Procedure shall be submitted for review prior to performing the test and shall also be
incorporated in the specific Test Report.
1.3.3.2 Test Reports
The Test Reports shall summarize the findings of the tests. The Test Report shall be submitted to
the LBTC not later than 30 days after the test. A Test Report shall contain the following
information:
- Test Results -- In this section the findings of the test shall be given. The results shall be
processed in a such a way that they are directly comparable with the items to be verified.
- Conclusions -- In this section a statement concerning the conformance of the test results with
the requirements specified shall be given. Non-conformities and changes shall be discussed
as far as applicable.
1.3.4 Spare Parts List
The Spare Part List shall contain all the relevant information concerning the required spare parts
recommended for initial operations and for ten years of operation such as:
- Quantity
- Cost (For delivery with the main supply)
- Make
- Addresses of manufacturers or representatives
- Name
- Type designation
- Dimensions
- Specifications
- Expected life time
- Storage conditions
1.3.5 Drawings
All drawings shall be prepared with AUTOCAD 12 or 13 or compatible
format. Where practical all the AUTOCAD drawings produced should
comply with the LBT Drawing Standards "001s006". All the workshop
assembly and sub-assembly drawings as well as the "as-built" drawings
shall include the following information:
- Number of the pieces required
- Detailed drawings of the pieces
- Third party manufacturer reference identification
- The calculated partial and total weights
1.3.5.1 Design Review
A Design Review package including dimensional drawings and design
specifications must be submitted to the Technical Representative for
approval before starting the preparation of detailed Workshop
Drawings. The Technical Representative shall comment on the request
within 15 days from the receipt, and in the event of no comment the
request is to be considered approval.
1.3.5.2 Workshop Drawings
All the workshop drawings must be submitted to the Technical
Representative for approval before starting the construction and
materials purchase. The Technical Representative shall comment on the
request within 15 days from the receipt, and in the event of no
comment the request is to be considered approval.
1.3.5.3 As-Built Drawings
The LBTPO shall receive copies of the updated "as-built" drawings and
documentation not later than 30 days after the completion of the
acceptance tests.
1.3.6 Storage and Shipping Plan
Prepare a storage/shipping plan and submit it to the Technical Representative(s) for approval.
The plan should provide detailed instructions regarding unpacking and handling
All steel structures shall be packed in such a way as to guarantee:
- Physical-chemical protection against weather conditions during holding and transportation.
- The determination of volume and weight in relation to the transportation means.
1.3.7 Progress Reports to the LBTC
Reports on the status of the work covered by this contract should be
sent to the LBTPO every three months. The Progress Report shall
include an update of the initially proposed schedule (section 3.6.1 of
the Proposal format).
2. Procedures
2.1 Acceptance
The Work shall be conditionally accepted by LBTC upon delivery and
completion of the Work in a manner at that time satisfactory to LBTC.
Final acceptance will be made subsequent to the installation into the
Large Binocular Telescope enclosure or after a time not to exceed 120
days.
2.2 Technical Liaison
The Supplier shall provide access to all phases of the Work to the
following LBTC Technical Representative(s):

The Supplier shall maintain informal technical liaison with the LBT
Project Technical Representative(s). These representative(s) shall be
provided the following:
- Timely notification of all meetings concerning the Work (i.e., technical reviews, program
planning meetings, problem solving sessions, etc.).
- Access to data relating to analyses and other technical matters directly pertaining to the work
being performed.
- Access to all test procedures and test data.
- Immediate notification of any significant problems.
All workshop drawings regarding fabrication and construction must be submitted to the LBTC
Technical Representative for approval before purchasing any materials and/or beginning any
construction.
LBTC approval will cover only the functional and conceptual aspects of the design and will not cover
the correctness of the dimensions and practicality of the machining. Approval of the drawings shall
not indicate acceptance of the Work.
2.3 Technical Changes
All ECRs, NCRs, and Requests for Waivers or Deviations will be presented to the Technical
Representative(s) for further evaluation, formulation of responses, and recommendations to the LBT
Director.
2.3.1 Engineering Change Request
In the event that the Supplier deems it necessary to deviate from any specification or term of the
Technical Specifications or the Proposal, the Supplier shall deliver to the Technical Representative(s)
an Engineering Change Request (ECR) setting forth:
- Identification of Statement of Work
- The description and justification of the change requested
- An assessment of the impact of the change on the programmatic, costs, functional and
performance requirements of the (Work) at any level
2.3.2 Non-Conformance Report (NCR)
The Supplier shall report all non-conformities from the Technical Specifications which occur during the manufacture, assembly, or
testing at all levels of the Work. Each Non-Conformance-Report shall set forth the following:
- Identify the Statement of Work
- Identify the item where the nonconformity occurs
- Identify the originator
- Describe the nonconformity in detail
- List the documents and the hardware affected
- Describe the impact at any level of the Work
- Recommendation for further procedures
2.3.3 Request for Waiver/Deviation
A Request for Waiver may be issued during the manufacturing, test or integration of a deliverable
item to:
- request a relief from the relevant specifications, test procedure, assembly requirements and/or
- request permission to use different hardware items or materials due to the inability to procure
the specified ones in time to meet the schedule.
A granted waiver does not lead to changes of any approved and released documents. The Request
for Waiver shall include:
- Definition of the item affected
- Identification of documents, and hardware affected
- Description of the waiver
- Description of the need for the waiver
- Effects on costs and schedule
It shall be accompanied by all documentation required by the LBT Corporation to judge the
acceptability of the waiver. If any change in the schedule or performance are expected, these points
shall be clearly addressed.
2.4 Point of Delivery
All documents shipped as a result of this Statement of Work shall be
sent to the LBT Project Office:
