1. Description of Tasks

1.1 Supply Description

1.1.1 Telescope Factory Pre-Erection

This Statement of Work covers the Telescope Factory Pre-Erection of the Large Binocular Telescope. The Pre-Erection of all major telescope structural components will be required at an assembly hall before erection of the telescope on Mt. Graham in Arizona. This method has been selected to ensure proper form, fit and functional operation of each and every component of the telescope, before crating and shipment to Arizona.

This Supply includes the preparation of the temporary telescope foundation in the assembly hall. The main activities in the factory location are the erection and testing of the telescope structure composed of the Azimuth Ring, Azimuth Frame, Elevation Rolling Sectors, Elevation Platform and Windbracing, and the M1 Cells and Dummy Cell. The Supply also includes the detailed design, fabrication and integration in the telescope of some auxiliary equipment for the telescope such as the balancing systems, access equipment and mounting devices. Plants for utilities and temporary services should also be provided.

1.1.2 Technical Specifications

The Telescope Factory Pre-Erection will be carried out in accordance with the Large Binocular Telescope Project's Technical Specification "401e028", entitled "Telescope Factory Pre-Erection", revision "e", dated 01 September 1997.

Testing, verification and acceptance of the Telescope at the conclusion of Factory Pre-Erection will be carried out in accordance with the Large Binocular Telescope Project's Technical Specification "401e036", entitled "Verification Plan and Acceptance Tests", revision "c", dated 25 August 1997.

1.1.3 Delivery Dates

The preferred schedule is that the assembly hall and the foundations are prepared to receive the Telescope parts beginning in December 1998. We anticipate that the components of the Telescope will arrive for Pre-Erection beginning in January 1999 (Azimuth Ring Structure), with monthly arrivals, until July 1999 (M1 Cells). Pre-Erection of the Telescope and most of the Acceptance Tests should be completed by December 1999. We anticipate two months of time for LBT personnel to complete tests of the hydrostatic bearing system, the telescope drives and the structural dynamics. All testing and verification should be completed by February 2000. Disassembly and packing for shipment should be completed by April 2000.

The proposal should include a time line of the Supply activities.

1.1.4 Shipping

Disassembly of the Telescope, packing for shipment of some auxiliary equipment and assistance with packing for shipment are included in the Supply. All components supplied by LBTC are complete with re-useable boxes.

Packing and Tranportation to the telescope erection site in Arizona are not included in this Supply.

1.1.5 Technical Assistance during Erection on the Mountain

Technical assistance during final installation of the Telescope on Mt. Graham is not included in this Supply. The LBTC reserves the right to negotiate for such services at a later time.

1.1.6 Services for LBT Personnel during Pre-Erection

The contractor shall supply offices and services to the LBTC personnel during the pre-erection and test period. In this period LBTC will install, test and deinstall the electronics for servo system of the elevation and azimuth axes. For these purposes we prefer that the contractor supply:

Listed in the table below are all the hardware components to be delivered as part of this Supply. A more detailed list may be found in the Technical Specification "401e028", entitled "Telescope Factory Pre-Erection".

Fasteners should be delivered with an excess over the required number. The excess should be 2% of the required number with a minimum of four fasteners for each size and length.

1.2.2 Hardware to be provided by LBTPO

Listed below are the hardware components to be provided by the LBT Corporation for the Pre-Erection of the Telescope. A more detailed list may be found in the Technical Specification "401e028", entitled "Telescope Factory Pre-Erection". These components are being procured with Requests for Proposals in parallel with this one.

1.3 Deliverable Documents

Described in this section are all the manuals, plans, drawings and documentation that must be supplied as part of this Statement of Work. All documents shall be supplied in four (4) hard copies and one (1) digital copy.

Documentation packages, shall be supplied in support of the following functional activities:

1.3.1 Operations Manual

Prepare and deliver an Operations Manual that shall describe in detail the procedures needed to install the components correctly and safely. It shall at least:

1.3.2 Acceptance Plan

Prepare and submit for approval an Acceptance Plan describing test procedures and inspections that shall be performed in the assembly hall prior to perliminary acceptance. The Acceptance Plan must be submitted to the Technical Representative for approval before starting the construction and materials purchase. The Technical Representative shall comment on the request within 30 days from the receipt, and in the event of no comment the request is to be considered approved.

The test and inspections shall include:

1.3.2.1 Test Procedures

The Test Procedures shall describe in detail all the necessary operations to perform verification through a test. A Test Procedure shall be produced for every verification test required and shall contain the following information:

The Test Procedure shall be submitted for review prior to performing the test and shall also be incorporated in the specific Test Report.

1.3.2.2 Test Reports

The Test Reports shall summarize the findings of the tests. The Test Report shall be submitted to the LBTC not later than 30 days after the test. A Test Report shall contain the following information:

1.3.3 Drawings

All drawings and relevant parts lists shall be prepared with AUTOCAD 12 or 13 or compatible format. Where practical all the AUTOCAD drawings produced should comply with the LBT Drawing Standards "001s006". All the workshop assembly and sub-assembly drawings as well as the "as-built" drawings shall include the following information:

1.3.3.1 Workshop Drawings

All the workshop drawings must be submitted to the Technical Representative for approval before starting the construction and materials purchase. The Technical Representative shall comment on the request within 15 days from the receipt, and in the event of no comment the request is to be considered approval.

1.3.3.2 As-Built Drawings

The LBTPO shall receive copies of the updated "as-built" drawings and documentation not later than 30 days after the completion of the acceptance tests, and at least 15 days prior to acceptance (see below).

1.3.4 Manufacturing Plan

Prepare and submit for approval a Manufacturing Plan that shall list all actions which are planned for manufacture, inspection and testing. The Manufacturing Plan should include a schedule of all activities (e.g. Pert chart) and should reference all relevant documents. Constraints on procurement or deliveries should be identified. The Manufacturing Plan must be submitted to the Technical Representative for approval before starting the construction and materials purchase. The Technical Representative shall comment on the request within 15 days from the receipt, and in the event of no comment the request is to be considered approved.

1.3.5 Progress Reports to the LBTC

Reports on the status of the work covered by this contract should be sent to the LBTPO every month. The Progress Report shall include an update of the initially proposed schedule (section 3.6.1 of the Proposal format).

2. Procedures

2.1 Acceptance

The Work shall be conditionally accepted by LBTC upon preparation for shipment and completion of the Work in a manner at that time satisfactory to LBTC. Final acceptance will be made subsequent to the erection of the Large Binocular Telescope on Mt. Graham, or after a time not to exceed 180 days from the completion of the Work.

2.2 Technical Liaison

The Supplier shall maintain informal technical liaison with the LBT Project Technical Representative(s). These representative(s) shall be provided the following:

All workshop drawings, parts lists and manufacturing plans must be submitted to the LBTC Technical Representative for approval before purchasing any materials and/or beginning any construction.

LBTC approval will cover only the functional and conceptual aspects of the design and will not cover the correctness of the dimensions and practicality of the machining. Approval of the drawings shall not indicate acceptance of the Work.

2.3 Technical Changes

All ECRs, NCRs, and Requests for Waivers or Deviations will be presented to the Technical Representative(s) for further evaluation, formulation of responses, and recommendations to the LBT Director.

2.3.1 Engineering Change Request

In the event that the Supplier deems it necessary to deviate from any specification or term of the Technical Specifications or the Proposal, the Supplier shall deliver to the Technical Representative(s) an Engineering Change Request (ECR) setting forth:

2.3.2 Non-Conformance Report (NCR)

The Supplier shall report all non-conformities from the Technical Specifications which occur during the manufacture, assembly, or testing at all levels of the Work. Each Non-Conformance-Report shall set forth the following:

It shall be accompanied by all documentation required by the LBT Corporation to judge the acceptability of the waiver. If any change in the schedule or performance are expected, these points shall be clearly addressed.
