1. Description of Tasks

1.1 Supply Description

1.1.1 Telescope Instrument Rotator Bearings

The supply includes the fabrication of the Instrument Rotator Bearings of the telescope. The bearings serve to rotate the scientific instruments mounted on this altitude-azimuth mounting in order to follow the apparent rotation of the sky image. These bearing elements are two (2) approximately 3.0 meter diameter ball bearings which hold the telescope's Gregorian focus instruments and eight (8) approximately 1.8 meter diameter ball bearings which hold the central instruments. The supply also includes six (6) ball bearings which hold the cable chains which feed utilities to these instruments. This supply includes the fabrication of the bearings and the necessary handling and shipping fixtures.

1.1.2 Technical Specifications

The hardware will be manufactured in accordance with the Large Binocular Telescope Project's Technical Specification "401a025", entitled "Rotators / Instruments Bearings", revision "a", dated Feb 11, 1999; and in accordance with the applicable drawings listed below.

1.1.3 Delivery Date

The preferred delivery date for the bearings is November 15, 1999.

The proposal should include a timeline of the Supply activities including shipping to Milan, Italy where the Factory Pre-Erection of the Telescope Structure will occur.

1.1.4 Shipping

The Supply includes shipping the bearings to Ansaldo Energia in Milan, Italy.

The items will reside in Milan for approximately one year, and then will be shipped along with the telescope structure to the final erection location on Mt. Graham in Arizona. The Supply does not include shipping the bearings to Arizona.

Please list the shipping and insurance costs to Milan as separate items from the price of the main supply.

Fasteners should be delivered with an excess over the required number. The excess should be 2% of the required number with a minimum of four fasteners for each size and length.

1.3 Deliverable Documents

Described in this section are all the manuals, plans, drawings and documentation that must be supplied as part of this Statement of Work. All documents shall be supplied in four (4) hard copies and one (1) digital copy.

Documentation packages, shall be supplied in support of the following functional activities:

1.3.1 Operations Manual

Prepare and deliver an Operations Manual that shall describe in detail the procedures needed to operate correctly and safely. It shall at least:

1.3.2 Maintenance Manual

The maintenance manual shall contain detailed maintenance procedures with drawings. It shall contain the maintenance requirements and scheduling for all the items included in the supplies of this Statement of Work. Besides the description of the maintenance actions, it shall provide a maintenance checklist with information about:

1.3.3 Acceptance Plan

Prepare and submit for approval an Acceptance Plan describing test procedures and inspections that shall be performed prior to acceptance. The Acceptance Plan must be submitted to the Technical Representative for approval before starting the construction and materials purchase. The Technical Representative shall comment on the request within 15 days from the receipt, and in the event of no comment the request is to be considered approved.

The test and inspections shall include:

1.3.3.1 Test Procedures

The Test Procedures shall describe in detail all the necessary operations to perform verification through a test. A Test Procedure shall be produced for every verification test required and shall contain the following information:

The Test Procedure shall be submitted for review prior to performing the test and shall also be incorporated in the specific Test Report.

1.3.3.2 Test Reports

The Test Reports shall summarize the findings of the tests. The Test Report shall be submitted to the LBTC not later than 30 days after the test. A Test Report shall contain the following information:

1.3.4 Drawings

All drawings shall be prepared with AUTOCAD 12 or 13 or 14 or compatible format. Where practical all the AUTOCAD drawings produced should comply with the LBT Drawing Standards "001s006". All the workshop assembly drawings as well as the "as-built" drawings shall include the following information:

1.3.4.1 As-Built Drawings

The LBTPO shall receive copies of the updated "as-built" drawings and documentation not later than 30 days after the completion of the acceptance tests.

1.3.5 Storage and Shipping Plan

Prepare a storage/shipping plan and submit it to the Technical Representative(s) for approval. The plan should provide detailed instructions regarding unpacking and handling

1.3.6 Progress Reports to the LBTC

Reports on the status of the work covered by this contract should be sent to the LBTPO every two months. The Progress Report shall include an update of the initially proposed schedule (section 3.6.1 of the Proposal format).

2. Procedures

2.1 Acceptance

The Work shall be conditionally accepted by LBTC upon delivery and completion of the Work in a manner at that time satisfactory to LBTC. Final acceptance will be made subsequent to the installation into the Large Binocular Telescope or after a time not to exceed 90 days.

2.2 Technical Liaison

The Supplier shall maintain informal technical liaison with the LBT Project Technical Representative(s). These representative(s) shall be provided the following:

2.3 Technical Changes

All ECRs, NCRs, and Requests for Waivers or Deviations will be presented to the Technical Representative(s) for further evaluation, formulation of responses, and recommendations to the LBT Director.

2.3.1 Engineering Change Request

In the event that the Supplier deems it necessary to deviate from any specification or term of the Technical Specifications or the Proposal, the Supplier shall deliver to the Technical Representative(s) an Engineering Change Request (ECR) setting forth:

2.3.2 Non-Conformance Report (NCR)

The Supplier shall report all non-conformities from the Technical Specifications which occur during the manufacture, assembly, or testing at all levels of the Work. Each Non-Conformance-Report shall set forth the following:

A Request for Waiver may be issued during the manufacturing, test or integration of a deliverable item to:
