1. Description of Tasks

1.1 Supply Description

1.1.1 Pier - Upper Ring Steel Structure

This Statement of Work covers the manufacture of the Pier - Upper Ring Steel Structure for the Large Binocular Telescope. The Pier - Upper Ring Steel is the main base of the Telescope structure which closes the top of the concrete Telescope Pier. The Upper Ring Steel interfaces to the radial Azimuth Bearing of the Telescope.

This Statement of Work also covers Steel Templates for location of the anchoring bolts of the Mechanical Jacks which support the Telescope Azimuth Ring. Another set of temporary Templates position eight Foundation Plates which provide jacking points during assembly of the Telescope Azimuth Frame. These Templates assure the proper geometry during the final concrete pours at the top of the Telescope Pier.

The Supply includes: the preparation of shop drawings, the fabrication, the machining, the pre-assembly and testing of the steel structure of the Pier - Upper Ring Steel Structure and the fabrication of the Templates which position the anchoring bolts for the Telescope Azimuth Ring, and fabrication of a number of plates and spacers.

The Telescope Azimuth Ring (not part of this Supply) is being manufactured by Ansaldo Energia in Milan, Italy. The telescope will be pre-erected in Milan, but the Pier - Upper Ring Steel will only be used during the actual erection of the Telescope on Mt. Graham.

1.1.2 Technical Specifications

The hardware will be manufactured in accordance with the Large Binocular Telescope Project's Technical Specification "401e016", entitled "Pier - Upper Ring Steel Structure and Template for Azimuth Ring", revision "f", dated 02 July 1998; and in accordance with the applicable drawings listed below.

The Pier - Upper Ring Steel and the Templates for the fixation of the Telescope Azimuth Ring are the location where the construction of the Large Binocular Telescope transitions from English to metric dimensions. The Telescope Pier has been constructed with principally English dimensions, while the Telescope structure is being constructed with metric dimensions. This is the transition that leads to the drawings below having mainly metric dimensions while the hardware and steel sections are specified to be American. Either English or metric dimensions are acceptable for this Supply as long as suitable interface drawings exist to assure mating with the adjacent parts of the Telescope and Pier.

1.1.3 Delivery Date

The preferred delivery date for the Pier - Upper Ring Steel Structure is 01 May 1999.

The proposal should include a time line of the Supply activities.

1.1.4 Shipping

Transportation of the components to Safford, Arizona is included in this Statement of Work.

1.1.5 Technical Assistance during Erection.

Technical assistance during final installation in the LBT enclosure on Mt. Graham is not included in this Statement of Work.

1.2 Deliverable Hardware

Listed in the table below are all the hardware components to be delivered as part of this Statement of Work.

Fasteners should be delivered with an excess over the required number. The excess should be 2% of the required number with a minimum of four fasteners for each size and length.

1.3 Deliverable Documents

Described in this section are all the manuals, plans, drawings and documentation that must be supplied as part of this Statement of Work. All documents shall be supplied in four (4) hard copies and one (1) digital copy.

Documentation packages, shall be supplied in support of the following functional activities:

1.3.1 Operations Manual

Prepare and deliver an Operations Manual that shall describe in detail the procedures needed to install correctly and safely. It shall at least:

1.3.2 Acceptance Plan

Prepare and submit for approval an Acceptance Plan describing test procedures and inspections that shall be performed prior to acceptance. The Acceptance Plan must be submitted to the Technical Representative for approval before starting the construction and materials purchase. The Technical Representative shall comment on the request within 15 days from the receipt, and in the event of no comment the request is to be considered approved.

The test and inspections shall include:

1.3.2.1 Test Procedures

The Test Procedures shall describe in detail all the necessary operations to perform verification through a test. A Test Procedure shall be produced for every verification test required and shall contain the following information:

The Test Procedure shall be submitted for review prior to performing the test and shall also be incorporated in the specific Test Report.

1.3.2.2 Test Reports

The Test Reports shall summarize the findings of the tests. The Test Report shall be submitted to the LBTC not later than 30 days after the test. A Test Report shall contain the following information:

1.3.3 Drawings

All drawings and relevant parts lists shall be prepared with AUTOCAD 12 or 13 or compatible format. Where practical all the AUTOCAD drawings produced should comply with the LBT Drawing Standards "001s006". All the workshop assembly and sub-assembly drawings as well as the "as-built" drawings shall include the following information:

1.3.3.1 Workshop Drawings

All the workshop drawings must be submitted to the Technical Representative for approval before starting the construction and materials purchase. The Technical Representative shall comment on the request within 15 days from the receipt, and in the event of no comment the request is to be considered approval.

1.3.3.2 As-Built Drawings

The LBTPO shall receive copies of the updated "as-built" drawings and documentation not later than 30 days after the completion of the acceptance tests, and at least 15 days prior to acceptance (see below).

1.3.4 Manufacturing Plan

Prepare and submit for approval a Manufacturing Plan that shall list all actions which are planned for manufacture, inspection and testing. The Manufacturing Plan should include a schedule of all activities (e.g. Pert chart) and should reference all relevant documents. Constraints on procurement or deliveries should be identified. The Manufacturing Plan must be submitted to the Technical Representative for approval before starting the construction and materials purchase. The Technical Representative shall comment on the request within 15 days from the receipt, and in the event of no comment the request is to be considered approved.

1.3.5 Progress Reports to the LBTC

Reports on the status of the work covered by this contract should be sent to the LBTPO every two months. The Progress Report shall include an update of the initially proposed schedule (section 3.6.1 of the Proposal format).

2. Procedures

2.1 Acceptance

The Work shall be conditionally accepted by LBTC upon delivery and completion of the Work in a manner at that time satisfactory to LBTC. Final acceptance will be made subsequent to the installation into the Large Binocular Telescope enclosure, or after a time not to exceed 60 days from the completion of the Work.

2.2 Technical Liaison

The Supplier shall maintain informal technical liaison with the LBT Project Technical Representative(s). These representative(s) shall be provided the following:

All workshop drawings, parts lists and manufacturing plans must be submitted to the LBTC Technical Representative for approval before purchasing any materials and/or beginning any construction.

LBTC approval will cover only the functional and conceptual aspects of the design and will not cover the correctness of the dimensions and practicality of the machining. Approval of the drawings shall not indicate acceptance of the Work.

2.3 Technical Changes

All ECRs, NCRs, and Requests for Waivers or Deviations will be presented to the Technical Representative(s) for further evaluation, formulation of responses, and recommendations to the LBT Director.

2.3.1 Engineering Change Request

In the event that the Supplier deems it necessary to deviate from any specification or term of the Technical Specifications or the Proposal, the Supplier shall deliver to the Technical Representative(s) an Engineering Change Request (ECR) setting forth:

2.3.2 Non-Conformance Report (NCR)

The Supplier shall report all non-conformities from the Technical Specifications which occur during the manufacture, assembly, or testing at all levels of the Work. Each Non-Conformance-Report shall set forth the following:

A Request for Waiver may be issued during the manufacturing, test or integration of a deliverable item to:

It shall be accompanied by all documentation required by the LBT Corporation to judge the acceptability of the waiver. If any change in the schedule or performance are expected, these points shall be clearly addressed.

2.4 Point of Delivery
